Please check the connections and the settings. Check on the cables, teh connecting links. Refer to the manual for the settings required. Also check with the provider for the default settings.

You do not say which operating system you use.
Press and hold the Router's Reset Button (sometimes you need a pen to push a Press Plate)
at the rear of the Router.
This can be used to Restore the Router to Factory Settings, set the Router back to Default Username and Password (2-5 seconds) or, sometimes, clear the
Username and Password for you to enter new ones (usually15-20 seconds), depending on how long you Press and Hold the Reset Button.
Alternatively:
Windows XP
Start > Run >ipconfig.exe > Enter, will reveal the IP Address of the
router.
Windows Vista:
Start > type "command" in search box at bottom of Start Menu >
click "Command Prompt" at top of Start Menu > type
"ipconfig" after the C: \>
Windows 7:
Start > type "cmd" in the search box at bottom of Start Menu >
click "cmd" at top of Start Menu > type "ipconfig" after
the C:\>
Log onto the internet and type in the IP Address in your browser window and
press enter. Access the Router Setup and follow the steps to configure it.

Google Translator translate pages from one language to another language. You can surf the blocked web pages by translating them from English to English(or any language which you desire).
Replace WEBSITE with your favorite site address in the following URL and start accessing them
http://www.google.com/translate?langpair=en'en&u=WEBSITE
Example: http://www.google.com/translate?langpair=en'en&u=http://mgopinath.blogspot.com
Trick 3. Google Mobile Search
Google Mobile search service translates HTML pages to mobile phone browser compatible by removing style sheets and java script. You can use this service to browse the web pages in text only format.

I have one 3COM 4200
I'm assuming that you did a hardware reset to factory defaults and several power cycles to no avail. In that case if even after you flashed a new firmware the switch is inaccessible then it's not a settings problem (because the reflash has wiped everything), the switch itself is defective at a hardware level.
This cannot be fixed, the switch is dead, sorry for the bad news.
