I have tried to connect

First thing to try is making sure you have the latest firmware on the router. If you have not logged into it before you need to type http://192.168.2.1 in your browser address bar and log in when prompted. The router by default does not have a password set so it might be worth setting one in system settings. You should find on the menu an option to update the firmware. Read the screen should guide you how do this. If the firmware is up-to-date and you still have a problem try disabling your firewall on the pc to see if it's getting in the way. Don't leave the firewall off if you find it's causing the problem you just have to work out how to configure it to allow the traffic out. The route should allow this traffic out by default.

I need an installation CD

You don't need an installation cd for set up your router. All you have to do is to log in with your browser at the router's page and make all settings you wish. In case you don't know the router's page (his own i.p. adress) make this simple trick:
Connect your computer with ethernet cable atthe router and after the connection has been established, hit start - run -type cmd. At the new black window type ipconfig and hit enter. You will get theresults for both ethernet and wireless connections. The i.p. address you are looking for is the one for the Default Gateway.
In case of a problem or clarification, don't hesitate to post me a reply before rejecting my answer.
If you are satisfied, rate my solution with the "thumbs" or (even better) add a testimonial.

I have a belkin F5D8233-4V3. I never had it

The security settings ie. encryption is configured in the Belkin wireless settings. You then configured your old wireless card in you computer with these settings so it can connect to the Belkin.
I suggest you also apply these same settings to the wireless cards in your laptops.
To make your wireless network secure from unauthorized access, please click on this link and follow my instructions :-

Note: Do not forget the new password and keep it somewhere safe. If you forget your password, you'll be unable to access your router's settings. If you forget or lose your password, you'll need to "restore to factory default". This will reset the password to its default, as well as erase any and all other settings you may have changed.

then you need to connect the computer to the router and the modem to the router.
