I just want to find out what I can from my serial
I would guess (if sources are correct) that both are February of either 1999 or 2009.
I came up with this according to the information listed on the following website....

Ion turntable
1) Remove the platter - just lift up
2) Underneath the platter, you'll see a small lip section
3) Wrap the belt around this lip
4) Put platter back on turntable
5) Rotate platter until you see the motor shaft through the holes on the platter - a brass round looking piece
6) Pinch the belt around the motor shaft.
7) That's it.

NO SOUND WITH EVERYTHING PLUG IN
I assume that you're talking about the output from the 2 RCA Phono Jacks? Does this turntable output a "Line Level" signal, or a standard millivolt level 'turntable signal'? If it is an older 'standard turntable', then you need to run it into an amplifier that has a "PHONO" input and ground wire. This will amplify the tiny signal to a 'line level' signal that you can record or run to a computer, etc. If you do not have an older amplifier with "PHONO" input jacks, then you need to buy a separate stand-alone 'phono amp/preamp' that will boost your (tiny 10mv) turntable cartridge levels high enough (.5 to 1 volt) to record on another device. I want to remove the ground cable on my technique
The video you followed may well work ok with some mixers but not others. You will need to check your mixer to see if the ground screw is connected to the ground of the phono sockets, if it is then internally grounding will work, if not then it won't work.

No lights or responce (power issue)
There are two internal fuses that you can check, their positions and values are determined by which country the unit was sold in.

Make sure it's unplugged & the tonearm is secure before going inside!! I have indicated the position of the fuse in the attached picture.

Power failure
Usually just random failure of the 250mA fuse (F1) which is on the power input circuit board under the platter.
