message its similar at "F--" error message, this is indicating the
camera and lens are not communicating. Either the lens is not designed
with electronic contacts, or maybe the lens is not connected fully and
clicked in to place. Try disconnecting and reconnecting the lens. You will hear a "click" when the lens is locked in place.
The
camera is having trouble communicating with the lens. Dismount the
lens, carefully clean the contacts that mate with the body, and remount
it. This usually works. Check the lens to ensure it's locked into
place. If
you cannot make this particular lens work, try a different lens to see
whether the F-- error message continues. You'll then know whether the
problem is with the original lens or the camera.
In some cases, that problem it had to do with the aperture ring on the lens - make sure it's locked.
I this wont work, I could suggest you that this problem is not solvable by yourself. It has
got a broken film PCB inside your lens.It is getting partially
connected when on 24 mm so hurry get it repaired from recognised
repairer or else will show error on all focal lengths.

Place the lens on the palm of your hand and tap to see if any dirt comes off.Use a pressure air to blow into the gaps to see if the jam can be released off. If not your will need to open to clean and release.
I have the canon 50D
This to me is a connection problem and may only require moving the AF-MF button back and forth a few times or removing the lens and cleaning the contacts between the lens and camera body.
Generally the "L" series lenses are pretty resilient in construction of offer the user few problems.
The lens contacts can be cleaned with a soft red rubber pencil eraser where you lightly polish the contact area of the gold contacts. Clean away any rubber dust with a lens cloth not a tissue, be extra careful not to get dust into the camera body cavity. reassemble the lens and try the camera lens operation

This is not a DIY repair. You need to have access to lens collimators and other specialist tools and also need to be able to remove and replace lens cement to have any chance of tackling this successfully.
The cost is high not only because some parts might need to be replaced but because the lens needs to be stripped down almost totally to ensure that no moisture remains trapped inside. Some of the materials used in the lens construction tend to absorb water and will either need to be replaced or removed and dessicated before being replaced. When originally built, most of the lens was assembled by robots but it's far more difficult and precise for a skilled human to dismantle and correctly reassemble a lens which will already have seen some wear and tear.
If every last drop of moisture is not removed then you can at the very least expect your lens to fog up regularly and to rapidly suffer the onset of lens fungus which will permanently damage the glass coatings. You'll also find that electronic parts will fail due to corrosion.
Sorry to be so negative but I've repaired (and also failed to repair) enough lenses in my time to have a good idea of where the limits lie in lens repair.
Your lens will cost around £800 to replace, so even if repairs cost half that then it's money well spent. Botched DIY repairs will leave the lens either worthless or completely uneconomic to repair.
