From the manual.

Some chargers have a Problem Power Line indicator. When the charger is used with some

portable power sources such as generators or sources that convert DC to AC, the charger may

temporarily suspend operation, flashing the red light with two fast blinks followed by a pause. This indicates the power source is out of limits.

Measure the output voltage, if it is low then you must replace the charger, they don't sell parts to repair them.

Bad Battery

It is not feasible to convert it internally.

10k and 11k

Not Sure if this is the same as yours.

I had to replace that on one of mine. It is not a regular diode. P6KE51A Transient Voltage Suppression (TVS) Diode. That is the part # on the USA model. A European model may use different #.
