Electric brake stopped working
This can happen when the brushes get low, so check those first of all. They are at the back end of the motor, under the black end cap. If they are not worn low, then I would guess that it is a problem with an electronic module, but I am not 100% familiar with this model. Sometimes the module is clipped to the field coil, and some macines have it incorperated into the man switch or PCB.

Yes, Did you buy it new? It has two heavy plastic seen through plate that
are attached to each other. This safety shield is gravity fed. That mean as one
pull down the saw the safety guard will pivot into the upper shield. As the saw
go back up after cutting a piece of wood. The safety shield will drop back into
it safety position covering the 12" blade. GB...stewbsion

If it were my saw I would use some WD40 on the motor armature for both ends of it.
A light spray and then turn by hand a dozen or so times to work it into the bearings.
Should be no problem to turn it on after that.
You can always add more, but it is difficult to take any away if you have added too much.
Have some paper towels around in the event the WD40 starts flying around a bit.

The bevel is an angle fiding tool. it consists of a wooden section about 4" long with a swivel bolt at one end connected to a slotted metal blade (similar to a 1 foot steel ruler). The bolt has a wing nut and bolt to allow loosenig to allow the blade to rotate and slide to the required angle where it is locked into position using the wing nut.
The mitre is a wooden block with slots cut into it at pre determined angles. ie 45 degrees. When cutting a mitre joint the wood is placed against the block and the saw follows the line of the slot cutting the 45 degree angle.
Hope this makes sense and good luck
