I had the same problem. I pull of battery and then immediately reattached and ta-daaaa! Windows came right up!

Is it running Windows TabletPC operating system? This version of the OS includes support for the touch screen.

BTW, Microsoft does not charge for calling to get a hotfix like the one listed in this article.

You can try starting the system in safemode and upgrade the drivers. Or you can always back to a previus system restore point

If your bills are clear and the service from the ISP is ok then check the drivers for the usb modem , remove the drivers and the software running the modem , remove the modem too . first install the software and drivers then connect the usb when required . The com settings can be configured from the control panel
