I'd recycle the set and buy a better brand like LG, Samsung ect. Proscan TVs are plagued with problems and in most cases not worth repair

The buttons are in the lower right-hand corner, as you face the LCD panel; thus they are on the left if you look at the back of the TV. The menu button is the third from the bottom in the stack. You can only receive clear qam signal. If your cable company scrambles all available channels then you need decoder to receive cable tv

This could be a lot of things.. You did not post the model number of the television but you may have interference from other devices in the home and it the remote is not infrared then you may have stray radio waves causing problems.
