Yes, you are probably right. A short within the camera could make it "un-startable. Take it to a local electronist or a Canon dealer and they will help you solve this problem. Also check if the batteries are good and fully charged. Some new batteries could be faulty from the factory.
How do I upload pictures from my digital camera to
The best way to transfer pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB). This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.
Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use any photo management program such as Picasa.

Sounds like the flash capacitor is not charging. Usually the cause is a blown fuse. This is a hardware problem, not software, and the only solution is to take it apart and replace the fuse (it's a SMD fuse and it has to be soldered). Sometimes the problem is with the flash board. I'm afraid you will have to give it to a camera technician. I could help you with the repair, but I'm in Germany.
