We need some information about your setup and exactly what menus you are accessing to give an accurate response.
Laptop or desktop?
Which operating system ? Windows, Linux, mac ? Version numbe?
What preference dialogue window did you access ? One for video inputs settings perhaps?
- the black screen “ lag” sounds like the system trying connect to a different port but fails to find signal and reverts back

How to switch from VGA to dvi
There should be a "input" button on the side of the monitor. As long as the device you are trying to use with the monitor is plugged in and on you should be able to toggle through with the buttons. If there is no button you can simply go into settings and tell the monitor to search for a signal.

Cannot remove "input signal out of range"
input signal out of range would normally indicate the the screen resoloution is either too high or too low for the monitor to display properly.
is this on just one game? which version of windows do you use?

What does it mean by dead cells?
I assume this is related to your LCD monitor.
I think you mean dead pixels. The LCD monitor has tiny pixel elements, one for each red, blue, green color and each one of these colored pixels are turnes on by a transistor. When a transistor fails then the colored pixel it controls does not light up. This is a dead pixel and it shows up as a tiny black dot.
If the screen displays a blue screen, a dead blue pixel will appear as a tiny black dot in the blue screen.
You normally would not notice a few dead pixels unless they are grouped together.
