As a rough guess on this one, I would query the compressor/ pump that supplies the entire systtem with cold water/ air. Even though the motor is spinning up, the pump itself may be defective, and this possibly could be the case as your system is meant to be under pressure and both cooling and cold water dispensing is carried out through the pump. It may also be advisable to query the pressure regulators and any return valves in the system to ensure that these are not defective. Also check for worn or damaged piping and seals on the rear of the unit.
If this does not throw up the correct answer, then it may be advisable to go on to the internet, look up your appliance manufacturer/ vendor, and consult there FAQ (frequently asked questions) area about the product, also look at the service guide, service sheets, and any support information regarding this appliance. You can also get this information by going to
http://www.google.com and searching for all of what i mentioned here, you should get a result on this, and even a guide on how to fit any new parts yourself.
