I change capacitor to control board for hp k7100 but all lights still blinking why ?
Those blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. Count it carefully. If you wish to get some details, check the site linked here. It has details about blinking codes, and fault locating procedure, to many popular brand TVs and other devices.

I'm getting the Resolution Notice, that I should change the display size. There is no provision in Win 10 hardware on an HP desktop. Is there a driver for VG2030wm?
A driver for the monitor may be available, but not likely for Windows 10. Chances are that you have upgraded this machine to Windows 10 and did not get it originally this way. What happens with some of the older systems (and they don't have to more than 2 or 3 years old for this) is that there is no specific video driver found for your onboard (or add-on) video card and Win 10 uses the standard VGA driver. This driver has limited resolution options. You need to investigate and determine what video card you have (nVidia, ATI), and what model the card is. Then go to the appropriate site and download the latest drivers from that site for the card you have. Do not worry if they do not list Windows 10 support. Chances are they will work. Install the updated driver package and see if your resolution issues vanish. To see what driver you currently have, right-click on the Windows Icon in the lower left and select Device Manager. Look under Display Adapter to see what Windows 10 has installed for your machine. If it the Standard VGA (generic), you should try to update it as explained above.
