Your card has been put into a legacy section by ATI/AMD and will probably not get any support further tahn it does now. They do offer a legacy driver that may, or may not work but, it's all that is available. You can get it here:
http://support.amd.com/us/Pages/AMDSupportHub.aspxThe driver tab is on left of screen and you will want to enter:
Componenet Catagory-click on arrow at righ and scroll to "desktop graphics", and select
Product Line-Radeon X Series
Product Model-Radeon X3xxx series
Enter your operating system then click on "search.
Make sure you uninstall prior softwsre prior to download of new. To answer your question, yes it is time for a new card. I would imagine you would want to go with another low profile card, and, one that doesn't require additional power hook ups.
