Compresser runs, no water is removed
You have a refrigerant charge that is "flashing" in the compressortor "pot" instead of in the evaporator. When it flashes in the evaporator, the latter gets cold and then the air going over it releases its moisture, it collects, and then drips into the pan.
If you have not had any work on the unit and have not had anyone mess with the refrigerant charge, it cannot be overcharged so I would assume at this point that there is some sort of obstruction inside the system that is causing the issue. Yeah, take it in for professional evaluation and repair. But if you had someone gas it up, there is too much in there.
Water full alarm
Hi, There should be a little actuating rod poking down from the roof of the bucket chamber which contacts the bucket-float at one end and a microswitch at the other. The microswitch
must be activated to make the compressor and fan run.
Check this if you can to see whether this rod or lever is present, absent, lying on the floor or just plain stuck. If it is stuck in the "full" position then you'll probably have found the problem.

Hi Fred, let me see if I can assist you. If your dehumidifier doesn't seem to run often but the humidity in the room is high, try adjusting the humidistat control on the dehumidifier to a dryer setting. If the dehumidifier seems to run constantly, but there's little or no water in the container, there may be a problem in the refrigeration system. Try cleaning the unit. If that doesn't work, you can't repair the refrigeration system yourself, you need a qualified appliance repair technician to do that.

If you unplugged the heater for 12-15 minutes, after turning OFF the Master On/OFF Switch, the electronics should reset themselves. Also, be sure that you don't have the humidity level set to high. Anything above 60% wont' extract any moisture to speak of. If your unit doesn't have an LED display, set the unit on Minimum.
