I have a Dell W4201C with a 4.5 inch vertical set of 3 lines
you may be able to adjust the y board located on the left side of the unit to bypass the h/v lines. otherwise the panel is defected. i repair the units daily usually, i just replace the panel and powerboard as well as update the revision code and update firmware. I will try to describe the exact location of the adj on the board tommorow

the problem was the y-sus board, i had a local tv repair shop diagnos that much for me. although, he couldn't fix it i did some research and found a company in california, itritek.com, who could. you send him the y-sus board and the two buffer boards and he not only repairs them but he upgrades them. apparently the y-sus board gets too much heat and eventually goes out, sometimes the buffer boards are affected too. itritek.com replaces the components on the y-sus board with better parts which are more heat resistent. i believe this will help you with your problem. let me know...good luck.
Fan vibrating like crazy
Take the fan off. It is pretty straight forward. 3 years is enough time for the fan to start acting up due to lint, dust and moisture in the air. Altitude I do not believe is a factor. Either way you need to take it off and used compressed air to blow it out. The quiet fans only have a small gap around which they rotate to spray a fine spray of clock oil or machine oil after you blow it out. If it still makes noise or you can feel it as you hold it and turn it manually, then consider taking it to a tv repair shop and see if they have one laying around that they have stripped from other plasmas or lcds (they are pretty common in size and proportion) that they will give or sell to you cheap. You can go to a Radio Shack or reputable electronic supply house and find a good match. I'm not sure of the price of a quiet fan, but it beats the price of a service call plus parts. Try and hold the remote very close to the sensor and see if you can get it to work at all. How long have you owned the television? Once I have more information I can assist you further.

There is no Dell tech site for servicing the TV, there are no user servicable componets in the TV.
If the TV is uneconomically repairable, then I'd say cut your losses and buy a replacement.
I wish I had better news but with the cost of repairs increasing and the cost of replacements dropping older TV's are quickly becoming disposable rather than repairable.

Struggles with light pictures
try using the TV without the cable and try using the tv with your DVD player. If you don't experience the same problem. Its the the cable box.

It appears the TV has had a major component failure and from what I can tell there are no user level tasks to run to try and resolve the problem.
My advise is to take the TV to a TV repair professional.

UPDATE:
I finally isolated the problem, the problem has to do with the Y SUSTAINER BOARD not receiving enough/necessary voltage when turned on, while initially thinking it was just the yboard was the problem, i replaced the Y sus board with no success, with only further diagnosis, i discovered the board voltages coming from the powersupply, there are 5 voltages that relate to the Y sustainer board, VA, VSC, VS, VE, VSET. they all supply a certain voltages that all have to be supply the correct voltage in order for the y sustainer board to be working, well guess what, the VA line, which for my set needs 70volts, which upon startup quickly drops from 75volts to a jumpy 8.5-9.5 volts, which of course is nowhere near the 70 volts needed, so this quick drop in voltage is directly related to the screen fade upon startup, i found the problem now the real problem is finding a replacement power supply. hope this helsp anyone with similar issues.
This is garbage
Send it for repair... It sounds like the Y-sus board and the upper and lower Y-drives... This unit uses the same panels as the Philips 42pf7320a so it shouldn't be that expensive for parts...
I wouldn't personally send it to Dell - instead look through the NESDA web site and locate a repair center near you and take the unit to them for an estimate.

There are no real user serviceable parts in that TV. You could take it to a Repair shop and get an estimate for repair, but it is likely that you might end up getting a replacement for a lower cost. Most TV shops have a checkout fee ($25 to $75) generally. If the screen itself is not bad, then the repair cost shouldn't be too high (Logic board or such)
W4201C no picture only sound
Try to use dvd player to play video to determine where the problems goes wrong either from the video signal of the cable provider or from the TV itself.
