To start , ensure that the problem does not depend on sygnal input (from description it does not look this way, but you never know). Test different inputs using different cables.
If the lines are moving, then it is a voltage drop. Since volts is applied at different heights on the plasma panel, a voltage drop can cause colored lines that move across the screen. In this case, a defective voltage regulator, a faulty cable to plasma screen , or a defective sustain board can cause the problem.
If instead the picture has static bands, and they come up always in the same position, scrambling the image, then you may also have a problem on main digital controlled board, where the video signal is generated.
In that case testing will be more complex, and there is need to follow indications on service manual to test the chipsets on board.
Boards that must be tested are Logic main, Y main, ribbon cable to Y main, Y buffers (both), all ribbon cables between this boards.
Also a diagnostic procedure from service menu can help in finding the fault.
