This is a freebie
The system is not booting to the hard drive, the #9 indicator is an indication that the number lock is enabled.
Try holding the Fn key while powering on the system, see if diagnostics run (The works on newer Dells, not sure about the D610) If you don't have that function, if you have the resource cd, try and boot to it and run diagnostics.
Generally, the issue you describe is a problem with the hard drive, if it passes diagnostics, then see if you can repair the windows install booting to the XP Cd

As soon as I power

hi hope you are well, there could be a few issues that caused this, if you have another system where u can test that all components are working then try to do that, if you already did and nothing happened. Unplug the system and remove the battery. Hold the power button for 30 seconds. Then try powering up -- if it won't, the motherboard is faulty, and you'll need to replace it am really sorry could not be of further help..

Trying to disable/turnoff ie8 in

Disable Internet Explorer 8 from Windows 7
1. Click on the Start Menu and go to Control Panel. Change the View by category to Large or Small icons then from the Control Panel list go into Programs and Features.
2. In the Programs and Features window click on the "Turn Windows features on or off" link on the left hand side. The Windows Features screen opens up, uncheck the box next to Internet Explorer 8.
3. You will get a confirmation box when you uncheck it saying it may affect other Windows features. It will if you don't have another browser installed but otherwise everything that usually opens in IE will open in your default browser.
4. After verifying you want to turn it off click OK. You will get a progress notification while Windows turns off IE 8. Restart the system.
5. After restarting, you will notice Internet Explorer 8 is no longer there. Anything you had linked to IE will be associated with another browser if you have one installed. It will also no longer appear in the Set Default Programs section.
6. If you go to the Open With list in Explorer you will see a generic Internet Browser icon that will open up whatever is your default browser.

When i power up my dell latitude d610 it starts on

There is a problem with the start up files of windows. Try going into the "Start-up Repair" option of the windows, either by inserting the Windows installation CD and then rebooting the notebook or by pressing F1, F8 or F11 (depends on the manufacturer).
Please take a look at the following link from the Dell's website for further details: http://support.dell.com/support/topics/global.aspx/support/kcs/document?c=us&l=en&s=gen&docid=DSN_316068&isLegacy=true

NTLDR is missing,.i also have

When your computer starts, the "BIOS" attempts to find the primary hard drive's active partition to read the first sector for the "Master Boot Record", it uses that info to load the rest of the OS. For Windows NT4/2k/XP the MBR is pointed to the NTLDR (New Technology Loader). If the BIOS looked at the wrong drive or the wrong partition, if the partition wasn't active, if the MBR was damaged, or the MBR didn't list NTLDR in the right place, or the location of NTLDR changed, if the system was not yet fully setup, or if you had a hardware failure in one of the connections (cable, drive, motherboard), or if your hard drive got erased, you'd get the error.
You can find complete solution at http://tinyempire.com/notes/ntldrismissing.htm without buying any software.

Give me perfect solutions for the below metonied

Try this:

Unplug the system and remove the battery. Hold the power button for 30 seconds. Then try powering up -- if it won't, you've damaged the mainboard, and you'll need to replace it.

Or this:

It seems likely that something has happened to corrupt BIOS and that a BIOS reset or flashing the BIOS should fix it. Try to get into BIOS (On a Dell when it is first starting up it should be either f2, f10 or delete key. This will get you into a screen with test that allows you to navigate through it using either arrows, +/- or pg up pg dwn keys. ) first and return them to factory defaults.

If you are satisfied, please rate or/and leave a testimonial. Thanks!

Problems with the display is usually caused by video card driver problems. You can download video your card driver here www.support.dell.com

Once on the website it would ask for your service tag. The service tag of your system is located on the bottom of the system. (usually on a black sticker). Install the driver and restart the computer.

Freezing up when booting up in the dell screen

Have you tried booting from the original system CD? Another option would be to download and burn an ISO image of Linux Ubuntu Workstation 9.10 Live CD. Try to Boot from this CD. If it boots successfully, it should give you the ability to access your hard drive to retrieve your data. It might also indicate if your system is having a hardware issue. We have installed and run Ubuntu Linux and plenty of these machines with good success... great way to troubleshoot hardware functionality and allow access to data without loosing it.

How do you replace the

The Dell logo you see at the time booting is the logo of your motherboard manufacturer. It uses the image associated with the program that helps you in booting your computer. If you want to change it, you should have proper knowledge of computer programming and IT. All you need to do is to identify the proper programs associated with the Dell logo and then hack the corresponding .exe or .dll files and replace the image with your own one in correct image format.

Hope this helps,
