Its not actually a problem or a fault, its just a setting that has been changed in the video card settings.
There are two ways to fix it.
One of them is to adjust the resolution, right click on your desktop and select properties, from there select the last tab which says settings, see the resolution slider, slide it towards the higher end, where the numbers get bigger, and apply, if the problem got worse you have gone to the wrong direction, if the black area is smaller or gone you have gone to the right direction. adjust the resolution until you don't have black outside on the display.
if the text and icons become too small, you need to open the advanced settings from the page, and find monitor scaling settings so that the computer fills the whole screen regardless of the resolution in use.
After you have found the scaleing setting you can go back to the resolution slider and slide it down untill you can read the screen well, the picture should cover the whole screen.
The memory compartment is under the keyboard. You will need to remove the battery, then remove the keyboard screw from the bottom of the notebook. Turn the computer over and open it. Slide the four tabs at the top of the keyboard forward to unlock the keyboard.Then you can lift up the top of the keyboard and rotate it towards the screen. Release the keyboard cable from the retaining clips and detach the ZIF connectors (for the touchpad and the keyboard). Be very careful when handling the cables and connectors. If they are damaged, the parts will have to be replaced for the computer to work. Now you can remove the keyboard and see the memory compartment cover. It sounds like you have a FilterKeys options checked that is disabling your Shift keys.
Try going to Start -> Control Panel -> Accessibility Options Uncheck all boxes in the Keyboard tab (StickKeys, FilterKeys and ToggleKeys) and click Apply or OK.
I would try pressing control+shift+esc together. In that window, force quit the internet browser that is causing trouble. Use keyboard arrow keys and tab if mouse not responding.

I've installed Windows7 in my n610c (with !gb ram) and my laptop is perfectly working. Windows 7 is not the 'awful' Vista!!! The most important things are W7 drivers for this laptop. In order to obtain these drivers, you've to download and install 7zip, then you've to expand in folders the exe files of audio ,video, etc. drivers of windows xp, and let the system find the suitable drivers.. InstallingXP drivers (exe files) in W7 is not possible!
Also ram may be increased over 1Gb, but you've to install the O.S. after having upgraded your ram, otherwise graphic card will be not working, even reinstallig its driver!!! I've just made these operations in two Compaq evo n610c, successfully. I'd a problem only for Infrared port, but I've fixed it 'asking' system to find the driver into an external usb HDD full of drivers of various PCs. After a few time , also Infrared port driver was OK. I've made a backup od windows7 drivers (you may use double driver(free) or Windriver Ghost (not free), in order to backup w7 drivers. Regards D.

On your system, your HDD is located in My Computer, then Local disk.If your trying to locate the HDD itself, you need to turn your Toshiba laptop upside down, and there is a square panel held in by 1 screw. This error is related to the hard drive.
It could be a faulty connection on the hard drive - try re-seating the hard drive.
The hard drive may be faulty - go into the BIOS and see if the BIOS detects the hard drive.
If the BIOS cannot detect the hard drive then the hard drive may be faulty ot the laptop's hard disk controller could be faulty.
To determine if the hard drive is faulty, remove the hard drive and connect it into an USB hard drive adapter and plug this adapter into a working compute's USB port. If this computer cannot see this hard drive as an external hard drive then this hard drive is faulty and needs to be replaced.
When the new hard drive is installed in the Compaq laptop, insert your Windows installation CD and install Windows, plus the Compaq's device drivers and your programs to get a working laptop again.
