Actually, your husband is correct. The settings reflect the amount of humidity you want to remain in the house. I really don't think you want to leave 50 to 60% humidity in the house.
35% removes the greatest amount of humidity.

I just purchaed a DE
It is not abnormal for ON to show up when you first push the arrow up or arrow down button. If you want to lower the humidity press the arrow down button again, once the ON lights up. The lower you take the percentage the more humidity will be removed.

Where can we get a
Bob, you don't need to plug the hole for the water to drain out the hose. Once you remove the hose connection cap and connect a hose, no longer than 5 feet (a garden hose will work), the water will drain from the hose and not into the bucket. That is, unless the drain tube is clogged. In which case, an 18" long, plastic, Zip Tie, appropriately sized to fit in the hole, works well to unclog it.

The water/mositure won't discharge through
Hi! Either the hose is clogged or the hose connection on the unit or the interior tubing to the hose connection is clogged. OR the hose is over 5 feet long. OR the hose is not sloped downward from the unit. The unit depends on gravity to drain thru a hose.
To clear a clog in the hose connection and/or the interior tubing:
Use an 18" long plastic Zip Tie or something similar that is appropriately sized to fit the inside of hose connect and tubing (NO wire coat hangers though). Carefully insert the Zip Tie into the hole and continue to push it in, until you reach a bend in the tubing. You must, gingerly work it past the bend, until the Zip Tie bottoms out or you run out of usable Zip Tie. Slowly pull it back out while rotating (twisting it). This will help dislodge any clogs. When you start to reach the inserted end of the Zip Tie, be prepared for some water to follow.

No power at all. pluged
To troubleshoot the problem: First start with the wall outlet. Is there still power to it? If not a circuit breaker in your homes breaker panel may have tripped. Is there a lose wire connection in the outlet or is the outlet damaged inside? If all of these things check out OK, try plugging the unit into another outlet that's on a different circuit.
Other causes:
The bucket is full. Unit shouts off completely when this occurs.
The bucket is not installed properly. Remve bucket and reinstall it "squarely" from top to bottom
into the bucket holder.
If the ambient room temperature is 112 degrees F or lower than 32 degrees F, the unit will shout down to protect the compressor. Wait 3 minutes and then restart the unit.
If all of the above troubleshooting fails to resolve the problem. Call Haier Customer Service

I have an haier hd456e.
I suspect from what you have described, that the humidity extraction level is set to high. Lower it (Arrow Down) to 30-32%. If the filter is clean and the water collection bucket is installed properly, the unit should start working, shortly there after.

The room my dehumidifier is in stays 80 degrees
A dehumidfier works by heat, so it puts out a lot of heat that is exhausted back into the room. An air conditioner works with heat also and it also takes the humidity out of the air, BUT it exhaust to the outside.
Hauier dehumidifier HDN305 suddenly won't
You have already checked everything I would have suggested, so the only other thing I can think of is the temperature in the room, may be affecting it. If the ambient room temperature is above 112 degrees or below 32 degrees, the unit will shut OFF and not restart, until the temperature is within that range.

That just means that the humidity level is lower then 35% the lowest setting on the dehumidifier...
It will not run when showing that...

I NEED A FUSE FOR
If you're referring to the fuse in the plugin socket and Radio Shack couldn't help you. Your best bet is to contact Haier Customer Service (877) 337-3639. As it may be a European type fuse.

Unit seems to not read

there are 5 basic, yet solvable reason for what you described. Please pay particular attention to numbers 1 & 2.
1. The humidity extraction level is set to HIGH. Lower it to 32-35%.
2. Air intake filter is dirty or clogged. Turn unit OFF, & Unplug the
Unit, before removing to inspect & clean it, if necessary. If washed,
allow filter to completely dry before reinstalling. DO NOT operate
the unit without the filter.
3. Obstructed air flow. Maintain a minimum of 12 to 18" of clear air
space around the entire unit.
4. Cooling coils are dirty and need to be cleaned. Use warm water & dish washing liquid to
clean the coils. Rinse and wipe dry. Apply a light coating of WD40 to the coils.
5. Ambient air temperature at floor level is between 40 - 60 degrees.
dehumidifiers do not work well between those temperatures
(Unless, you have a Low Temp Unit). This applies mainly to
where the air
temperature at floor level is colder than at shoulder level
in basement applications . Raising the unit up off the floor,
onto a sturdy table, counter top, etc, that can handle the weight
of the unit, plus a full tank of water, will usually resolve this
problem.
If
none of the above solves the problem, it may be a case of the
compressor needs to be recharged with refrigerant gas or that the humidity condenser sensor has failed. These things usually occur in units that are
5 years old or older. It's rare in a unit younger than that. But, it
can happen.
