Function locked
You may have a SD card with a lock switch in the lock position. If not, the internal sensor that detects the position of that switch may be bad. It could also be corrupted memory so try reformatting the memory from the menu. Scroll thru the menu until you see the memory icon.

The Phillips 9360 was designed to work with a PC, only. Voice files in DSS file format can be downloaded directly to the PC via a USB
cable. DSS is a format developed in the 80's.
So, I would suggest purchasing a different transcriber, one that records in WMA format . The WMA files can be played natively by both Windows and Mac and
can be converted to MP3 as well.
I found this link, but this is a suggestion, not a recommendation. There are many devices in the marketplace.

Batteries not charging
Well the batteries are either at end of life or they have failed. You can either buy the philips replacement batteries LFH-9144 for about 20 dollars or you can go buy some generic AAA rechargeable batteries for about half the price.

The skipping problem you are experiencing may be related to the shaft that the laser assy rides on. It may need a little greasing with silicon grease, just a litte bit. Or it could be the spindle motor is wobbling as it turns. If you are a little tech savy, then you can order a new CD drive assy through Ebay and swap it out when it arrives. If you get this far you need to know how to remove the solder short on the new assy otherwise the new drive will not work.
