if the new laptop is running vista, then there is the problem. Vista is plagued with all sorts of user permission bugs. its seems that you need above admin permissions to do the most normal of things. bad software design from microsoft! vista is like going out with a super model, all singing, all dancing, looks fantastic, but after a while you realise she just a pain in the bum!
so...try right clicking the icon you are trying to launch and select "run as administrator" if the software does not run then there are two ways to cure this... the very quick way, but the problem may come back in the future with other software, or the long way, which will defo stop the issue and it ever coming back again!
the long one we will leave if the short fix does not work, so if that is the case and the short solution does not work then come back to me and i will give you instructions on how to change your user rights in vista. (this whole prob comes down to the user rights your login has been given) but we shall cross that bridge if we need to as it can be indepth.
if however you know how to change the user rights on account in vista then thats the solution, change your account to an 'administrator' in users on the laptop.
however, however... the very fast solution is
this download this and install and hey presto your mp3 player and your pc are connected!
