Panasonic KX-TGA101S base not charging.
Here are a couple things you can try.
Clean the charging contacts, this can be done two ways. The manufacture's recommend using a pencil eraser. I recomend using a q-tip and some rubbing alchol. Just rub the alchol soaked q-tip on all the metal contacts on the bases and the bottom of the handset.

Why can't I call out
It is possible the handset unit is not talking to the base station.
Try to receive an external call (made from other phone or cell) on the hands free and check if that works. If not then register the handsets to the base station.
It is also possible the phone has not been configured for the correct dialing protocol. Refer user manual at this site.

Call forwarding
Assuming your telephone service provider offers the call forwarding service, yes. The procedure varies from company to company, but often you dial *72 from the landline, then the number to which you want the calls forwarded. That phone will then ring, and you must answer the call to confirm. To cancel the call forwarding, dial *73 from the landline.If this doesn't work, contact your telephone service provider for their instructions regarding call forwarding.

No caller id
First. Make sure you have the service through your phone company. If you do, then you need to consult your manual concerning "caller ID" set up. Some will ask you to activate it or how it is to be displayed. Majority of the misunderstanding is that we as consumers need to just experiment with the phone features, what will happen if I do this or that. Make sure you have time, pen and paper to chart what you do so if you need to retrace your steps you can. Have fun, enjoy and get to know your appliances.
