If it is still covered by warranty, I recommend that you contact Epson's support center.
Otherwise, is there any error message displayed on the LCD display?

I would check the power connection and usb cable. For example, unplug the printer; plug back in and see if things go back online. Try another usb slot. If those fails, it may be prudent to seek professional repair or simply to replace it. The CX5800 is getting up there in years and may be less expensive to just replace it.

All new cartridges loaded but no black printing. I changed the black cartridge with a second new one but still no black text printing !

Is this Epson 5800 printer a wtite off at this stage ?

Most likely not. Some internet shops sell inkjet "solvents" which you put into empty cartridges & run, but it's effectiveness is questionable.
If the print head & the ink tank are separate units (which I must assume since you just replaced the cartridges), then you will have to replace the print heads (the cost of which may exceed buying a new cheap printer.)
If the additional expenses are not worth it & you're ready to throw the darn thing away, then you can try one thing as a last resort before trashing it. Take the print heads out. Place on a cotton cosmetic pad. Dampen the pad with alcohol (not the drinking kind). Leave for days on end & pray. If you're lucky, the jets may unclog. Most likely, not.

Hello sir; If your computer with wizard software then follow the step to install; turn on computer,,& printer and hook up together , click on "start "then go to 'setting", select " printer & fax, then go to adding after that the wizard box will display you just follow the instruction to finish your installation.

If you look up your device on Google which will take you to the brand name website. You will find the troubleshooting guide, this will walk you through how to make sure your faxes send and receive without error. You'll have to make sure everything is set up properly.
