By "not printing" i'm assuming you mean from the computer. Look at the back of the printer where the network cable plugs into the formatter. You should see a green light. If you don't try a different cable. No light means that the printer isn't talking to the computer. You could have a bad network card or connection. If you are using a USB cable, make sure it is seated correctly.
Return the cartridge and use only genuine supplies with HP. HP cartridges have chips on them that dictate if they are OEM or not. Typically, if you use a refiller , these chips won't get reset.

Click on the Start button if you have Windows XP. If you have Windows Vista, click the Windows icon that resides in the lower left corner of your computer screen.
Click on "Control Panel," then "Printers and Other Hardware." Finally click on "View Installed Printers or Fax Printers."
Right-click on the name of your printer and choose "Printing Preferences." This should open a new window; next look for a tab or button marked Maintenance, or something similar.
Find the button that says "Print heads" or "Clean the Print heads" and click on it. You may be asked to choose which print heads; choose them all if you are. Make sure there is paper and ink in your printer, and that it is turned on ahead of time.

Most likely your print heads need to be cleaned. To do this go to start, devices and printers, right click on your printer and choose printing preferences, click on the color tab and at the bottom there will be an option that says printer services, click on this and click on clean cartridge. Ensure that all cables are securely connected. First, make sure that the printer cable connecting your computer to your printer is connected securely. Then, make sure that the power cord is inserted into a wall outlet. Try your print job again after you have ensured that all cables are properly connected.
Clear a paper jam if your printer is not responding or you are receiving a "Paper Jam" error message on your printer. To clear a jam, first open the rear output door by pushing down on the two levers on each side of the door. Opening the rear door simply makes it easier to clear a jam. Open the top cover on the front of the printer by pressing the release button on the right side of the printer. Locate the paper jam and use two hands to gently remove the paper jam. The toner (not ink) cartridges in your printer have a security chip attached on the top at the right side. For the printer to work that chip must have a very good contact with the corresponding pins - first make sure that they are spotless.
You will also need to clean the the print head assembly. The print head contacts should be dusted free using a can of compressed air. It would be a good idea to clean the entire assembly if there is time as this could cause other printing problems. After using the compressed air, take a small lint free cloth with a small amount of isopropyl alcohol and wipe the contacts clean. If this doesn't fix it then either you ar using an non approved set of cartridges or the printer is defective - you will gonna have to call a repairman.
