Flashing padlock icon in the middle of the screen
When the icon is in the unlock position, hold down the Menu key (the far left button in the lower righht hand corner) on your monitor. This should bring up the menu. From there, you can reset the factory settings.
Rotate screen
There are many ways.
With Intel HD Graphics Control Panel:
Rotate to 0 Degree: <Ctrl><Alt>Up arrow
Rotate to 90 Degree: <Ctrl><Alt>Left arrow
Rotate to 180 Degree: <Ctrl><Alt>Down arrow
Rotate to 270 Degree: <Ctrl><Alt>Right arrow
You can enter this Hot Keys panel by pressing:
<Ctrl><Alt>F6
Or right click on the desktop you will find:
Graphic Option. Click on it and in the expanded balloon,
Click "Rotation"
On monitor menu. This, I have no information. Couldn't find it on my Dell E2011H menu.

sounds to me like it is password protected ! try going in to bios and reseting the password ? hope this helps !

If you are going to DIY and already try the monitor with another PC, and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You need to press and hold the menu button for 15 seconds and the lock icon will change to an unlock icon.
I have a E173FP Flat
'OSD Lock': Controls user access to adjustments. When 'Yes' (+) is selected, no user adjustments are allowed. All buttons are locked except the menu button.
All buttons can be locked or unlocked when the 'Menu' button is pushed and held for over 15 seconds.
NOTE: When the OSD is locked, pressing the 'Menu' button will take the user directly to the 'OSD settings' menu, with 'OSD Lock' preselected on entry. Select 'No'(-) to unlock and allow user access to all applicable settings.
