In most cases, the main board might have to be replaced. If so, a software [firmware] update too might be necessary.
Before going further; try a hard reset first. If it does not help you, replace the main digital board. There are two methods to reset TVs. The first is simple to do; a Hard Reset. The other is somewhat skilled; is a Factory Reset (System Reset). To make it a hard reset, just unplug the TV from AC mains wall socket, and re-plug it back after 15 minutes or so. If you do this by overnight is better. This procedure will make it a hard reset. If you want to make it a system reset [Factory Reset]; you have to enter its service mode option, and select the factory reset option. If you wish to get some details; visit the site linked here.

What could cause the red light blinking but no turn on
These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. Count it carefully. If you wish to get some details, check the site linked here. It has details about blinking codes, and fault locating procedure, to many popular brand TVs and other devices.

if it does not go all the way across the screen, may be the buffer board controlling that area. you can usually visually check for burnt/overheated parts, then replace that particular buffer. could also be X or Y sustain PCB depending on whether it is vertical or horizontal.Again, you might do a visual for burnt/overheated parts on the particular PCB & replace either parts or PCB.
Lastly , may be panel....not cost effective.

If the set has sound the power and the input section seems good and the fault seems centric to the screen drive. You need to check the board for faulty dry connections, failure of the drive section to the display unit.It is also possible that the loss of picture can be related to fault in the Y processor and so the board can be swapped to confirm. take consensus and proceed only if equipped to test and confirm this section without trying to replace the board without a confirmation.

On my Panasonic model th42px75u.
Re you getting the standby red light when you switch on the power??????? If not, then I will advise you to check with another power cord which will confirm you that old power cable is defective. If so, check all the connections i.e. power plug, wall socket and the TV end.
If all these are OK then the trouble lies with your switch. It is not making contact though it may be giving clicking sound. Have it changed since you have already checked the fuses.

THIS TV WILL JUST SHUT
Now tv turn on have the power LED light indication flashes and tv making clicking noises?The tv power supply board is mostly the causes,that the board,where the power a/c cord plug into it.Try website like Ebay.com to buy a refurbish power supply board for the replacement.

Hello,
The issue you describe is consistent with a power supply board issue. This is the board where the AC goes to. This problem may have occurred as a result of irregular power supply, or excess power supply or power surge.
The TV is receiving current but cannot circulate or transfer the current to other necessary part of the TV because of the defective power supply board.
I do not think it needs replacement, rather some defective capacitors are causing this issue.
Open unit up and take a look at the power supply board.You will probably see one or more electrolytic filter capacitors that are bulged up in the top-not perfectly flat like the others.
The value of these capacitors will be different, most likely they will be somewhere around-820 to 2200uF/25 V( or /10V sometimes)
You can replace them with same values but I would recommend the voltage rating to be higher(like 35V for an original 25V) for reliability purposes.
What happens is,these bulged top capacitors will cause a low and unfiltered DC voltage=main board will malfunction(the relay will keep clicking until the caps are holding enough charge to bring the voltage up over a threshold point).
You can buy these capacitors at any Fry's or Radioshack store or you can order them online at vendors like "mcmelectronics.com"(look for electrolytic capacitors).
After replacing these capacitor(capacitors) most likely the normal operation will be restored.
Note: There may be also some other causes for this symptom ,like a defective T con board ,or main board,but the bulged top capacitors are the most common cause for this issue.
If you don't know about TV repairers, take the TV to the nearest repairman to fix the fault for you. Also, note that TV stores a lot of current, so wait a while before opening the TV back cover.

TH37PX60B - Bathroom leaked a
there are several small connectors right at the top of the panel. you may find that one f them(right at the point of the line) has become corroded. you can clean the connector with alcohol . BUT most likely the water has caused a short of the drive IC on the x drive board or panel.

THE 10 flash code is for the power supply
The Seven flash code is for the SC pcb (ysus) it is best to change the SC, SU, SD pcbs as one can take one of the others out
and if you add a new SC and one of the others is faulty then you will have another dead SC pcb

Panasonic 42 inch Viera Pixel Distortion
We have the TH-42PX70A which has the same problem. It comes and goes..It is only 2yrs old, warranty has run out. The moving red pixels are on the black and the cyan pixels are on the white. It will go away for months and then return for a few days. It is not an antenna problem as the signal is still there.I am taking it in today for the tech to look at, but I turned it on this morning and it is fine. So I wont be able to show him.. (took pics though).Everyone says they are the "best" and all that, but every now and then you get a lemon. If it turns out to be too costly, I will buy a new one and it wont be a Panasonic.
