CD's won't play
I know that Panasonic provides chips, optics (laser),etc. to Emerson. I am familiar with the problem you've experienced because I've had a Panasonic CD Player. If the disc doesn't spin (as you said), the problem must be that your shelf system probably has an optical problem (laser problem/pickup problem) and will need to be serviced.
What does TOC read mean,
TOC stands for Table of Contents. On a MiniDisc recorder or CD recorder, a Table Of Contents MUST be written before a disc is usable. On A player, a TOC must be read before the unit knows where to find the songs. Sounds like the laser is NOT reading the TOC, so you will hear nothing until that is corrected (clean lens or replace unit). Try a storebought CD, as perhaps is doesn't like your own burned CD's and most units built before 2000 will not read your own CD's that you make.
Cd not spinning
If the unit does not recognise that a disc is present, it won't spin it. Normally, the laser will fire and any reflection will trigger the motor to start spinning so that the TOC can be read. From the sounds of it, the unit is not even recognizing the disc. I would have this unit checked. It is possible that the laser has failed or that the power supply for the laser is defective. In either case, this is not likely to be a DIY repair.

it sounds dumb, but i actually wiggled it back and fort (the whole unit) and it started to spin the disks

Try to establish if it has power going to it. If not you are looking at the power supply. If it has power then you are looking the audio output. If you take off the top and see a device like in the picture then you can bet that has failed.

Please check the bottom and back of your alarm clock for the buzzer volume option. If you can't find it, please refer to your manual. If this is not in the manual, then it might no be built into your product and you might need to trade-in for a new alarm clock that allows you to adjust the buzzer volume. Thank you.
