Fills with water then will not complete cycle
Make sure after the fill the water level pressure sensor switches the program to go forward.If the switch is erratic the program controller can work without the cycle completing.so make a voltage checkm on the level sensor the spin motor and the drain pump to evaluate if the controller by itself is faulty.
When the washer is on
your rear inner & outer bearings are rusted due to the "lip-seal" at the rear of the drum has gone bad and allowed water to leak into these bearings,you need to replace these bearings and the lip-seal before you trash the machine,the longer you wait,the more it will cost you in time/labor to correct this,that is,if the inner drum doesn't get toooooooo loose and destroy the outer drum!!!

My understanding of the problem is that half of the time the washer does not advance to the drain and spin cycle, that is, it does not drain and spin or it does spin but does not drain. The washer is belt-driven and the drum pulley and the pump are driven by one belt. In the first case, the symptom indicates an intermittently working lid switch or timer. Check the actuator then by-pass or manually trigger the lid switch then start the washer. The lid switch is working intermittently if the washer works fine with the lid switch by-passed; replace it. Otherwise, you have an intermittently working timer; replace it. One thing to check is a loose drive belt.
The second case is obvious, the drain pump is working intermittently, may be due to a loose drive belt.

I used the washer after several months of non use.
The water level is controlled by a switch that attaches to a tube coming from the bottom of the tub. If that tube is compromised by a hole or simply fell off the switch then the water pressure won't build in the tube and shut down the switch.
The switch above is not exactly like yours. But it has a tubing going to it like that. Blow through the tubing to remove sediment then reattach the tubing securely. Pump out the water and then retry. No parts needed.

I think I need to clean the filter as my dark
Sorry no filter thats only in a dryer,first the load open the door and move the clothes around and when empty,ajust the legs onthe bottom of machine these are bolts.after machine is empty run bleach if top loader use 1-cup of bleach.

Check whether the power plug of machine is good,
connections, fuse, etc. All good, then try below:

reconnect every connector

times. Remove the motor control board, spray it down with electronic
cleaner
along with all connections by disconnecting them, spraying them down.
Disconnect and connect a few times to ensure good contact.. This
normally works.

Well Is there hot water coming through the proper hose? If not, check to see if the screen inside the water-inlet valve is clean. (The water-inlet valve is the device on the washing machine that the fill hoses are attached to.) If it's clean, you probably have a defective water-inlet valve. If so, You need to completely replace them. Follow the below steps to change water-inlet valve -
Start this repair by locating your washer's water inlet valve. It will be at the back of the washer, and it will have water hoses hooked up to the back of it. Shut off the supply of water to your washer. Disconnect both hoses at the back of the washer. You might want to try pointing the hoses into a bucket or a sink, and then turning on the water supply again. Do this to confirm that you are receiving adequate water pressure, and that there is not some sort of blockage in the line.
There are two solenoids on the water valve. These solenoids are sometimes referred to as coils. There will be two wires attached to each solenoid. Be sure to label each of the wires so that you are able to properly reconnect them later. These wires are held in place with metal slip on connectors. Grasp firmly on each connector, one at a time, to disconnect the wire from the solenoid. Do not pull directly on the wire, pull from the metal connector.
A washer's water valve is typically held in place with two screws. You will have to remove each of these screws before you are able to remove the valve itself. There is a hose connecting the valve to the fill spout. This hose may be held in place with a screw clamp, or a pinch clamp. Remove whichever you find so that you can remove the water line. Discard used water valve.
Connect your new water inlet valve to the water line. Attach both water supply hoses. Turn the water on and check for leaks. Restore power to your washer.

This is usually caused by the lid switch. These are inexpensive and easy to replace. There are videos at http://appliancehelponline.com/toplidswitchvideo.html that will walk you thru testing and replacing this part. It may be a different model but the testing will be the same. You can also enter your model # for diagrams and illustrations of your specific model. All parts come with installation instructions. Not all models are available.
