My windows 7 laptop does not recognize my
You are going to have to check that your firewire is being seen by windows 7 first of all. If not you will need to rectify that.
When you do get it to recognize it, here is a link for an update to the program that came with your camcorder for it to work with Windows Vista but it should also work for Windows 7.

Blue Bars and No Sound
My advice is that you should by a DV cleaning cassette. Put this in the camera and run it for 10 to 20 seconds only. running the cleaning cassette for a long time may damage the head.

Same probs, appears ther is no solution!!!!
Contact the equivalent of consumer affairs or buyer protection dept ombudsman. State your finds and try and get this sorted at a higher level. Do your homework and produce the data. You could also get onto a current affairs type program to speak about your experience and findings

Firewire
Okay then let's start with that. Download the drivers from:

Install the drivers and you should be good to go! Let me know if you're having any problems after that.

Can not find USB in the menu setting
Try you "firewire" cable. If you do not have a IEEE 1394 port on you computer add one on the PCI bus, or you will have to get some unit to convert the analog output(A/V cable-port) of the camera to digital via the USB. [Turtle Beach-Dazzle- etc] Unless your camera's OEM editing/ingest program is made to connect through USB, the camera will ship only stills via USB. The audio and video transport via "firewire"/ IEEE 1394 ports. Edit with what ever you want, but I suggest "Scenalyzer" to ingest to you computer from your camera. http://scenalyzer.com

Panasonic NV-GS60 with horizontal lines appear on screen
Clean the heads(use the specified cleaning tape sparingly).
Change tape. Using Panasonic video tape? It sounds like no. You might get by with Sony... Try Panasonic.
The tapes are different thickness, durability and therefore suitability for cameras. Try to get ME -type tape( metal evaporated) instead of MP( metal particle) as the particles tend to flake off more readily. The blue often means no signal(video) was recorded in that space(on the tape). Let me know it it helps.

If you have the PV-GS39 Camcorder and are wanting to COPY THE VIDEO FROM THE PV-GS39'S DV TAPE, HERE IS WHAT YOU HAVE TO DO...........
1.Go to:

the above link will take you RIGHT to the web page to download the PV-GS39 Software & Drivers that YOU WILL HAVE TO HAVE. But if you have WINDOWS VISTA then you can use the WINDOWS MOVIE MAKER software that is ALREADY PRE-INSTALLED on your PC then you will NOT have to download the software from the above link.
2. You HAVE TO have a: FIREWIRE IEEE 1394 PCMCIA NOTEBOOK CARD. I got mine at: Best Buy for: $53.86 with taxes. the name of this card is: DYNEX FIREWIRE IEEE 1394 PCMCIA NOTEBOOK CARD.
3. You ALSO hae to buy the CORD that connects to the PV-GS39 and the DYNEX FIREWIRE IEEE 1394 PCMCIA NOTEBOOK CARD, the cord costs $36.79 ALSO at Best Buy.
I did ALL 3 of the above and now I'm copying my movies and videos from my tape in my camcorder onto my PC and BURNING the video onto DVD/CD Disks.

Reset
Here is what I was able to find about your issue with your camera.
[PUSH THE RESET SWITCH] is displayed.
? An irregularity in the Camcorder has been
automatically detected. Remove the cassette or
the card for data protection and then press the
[RESET] Button with the protection on the Lens
Cap. The Camcorder will be activated.
? An irregularity in the Camcorder has been
automatically detected. Remove the cassette or
the card for data protection and then press the
[RESET] Button. The Camcorder will be activated.
? If you do not press the [RESET] Button, the power
to the Camcorder is turned off automatically about
1 minute later.
? Even after you press the [RESET] button, the
indication may still appear repeatedly. If so,
the Camcorder needs repair. Detach the power
connected, and consult the dealer who you
purchased the Camcorder from. Do not attempt to
repair the appliance by yourself.
Here is the location of the reset button:
1 Open the LCD Monitor
2 Undo Grip Belt end and pull Lens Cap
Cord downward to loosen Grip Belt.
3 Use projection on the Lens Cap to press
the [RESET] Button .
