Your main heating element, fuseable link, or thermostat has failed.
You will need to test each to find out which is problematic. (however your tests will be in vain) - see bottom of this answer)
The design of a percolator uses superheated coffee to rise up the tube and shower the coffee on top.
The 1150Watt element is directly under the tube and looks like this...
If the coffee is not heated - the tube does not fill with coffee - and you will never get the percolating.
If the thermostat is out - the element will not turn on properly to heat the water.
If the fuseable link were bad - the coffee wouldnt heat at all (so this is probably not the failed component)
Unfortunately - There are NO replaceable parts available from the manufacturer for this unit.

Well, it is a big deal because a replacement thermostat is not available for this unit. I could not get a hit when I googled the part number stamped on the thermostat and Farberware/Applica/Salton indicated it is not a "consumer replaceable item." Odd, since you can get a thermostat, heating element, warming element, and fuse link for older Farberware urns.
Fine customer no service, at least direct me to a repair shop that would have the part and can fix the urn. Nope.
Then please look in your UL file and tell me the approved thermostats. Nope, that information is "not available and cannot be supplied."
I could understand if this model was discontinued, but it is currently being sold new. No more Farberware for me!
On the bright side, at least I have a lovely pot to ... never mind.
Someone has alread done the legwork for you.
All I can suggest is calling the manufacturer yourself to try your luck.
