Do i use the jumper to write a new bios?
No. The jumper just resets the BIOS to the default that the motherboard manufacturer installed in it. This is in case you make changes to the BIOS that causes the inability to boot up or access the BIOS. If you want to flash (rewrite) the BIOS, you need to use the procedure that the motherboard manufacturer provided with the firmware update. There is usually a hotkey method as well as a way to perform the upgrade from Windows, but not always.
Do I use the jumper to flash a bios on this board?
The jumper is there to restore bios to default settings. Flashing a bios is a dangerous procedure and only to be done when you are fully aware of the consequences should something go wrong. If you lose power or something goes wrong during the procedure you just might wind up with a dead motherboard! Go to manufacturer web site and follow instructions religiously and cross your fingers! Unless it is absolutely necessary for you to flash it, I would leave it alone as I have with all my witches.
