Start with your headset turned off. Then, press and hold the answer/end button, until the indicator light is steadily lit in blue. It is in paring mode now. Then, make the bluetooth application on the device you want to pair your headset with, search for new devices. After a while, the BT350 headset should appear in the device' screen. Select it and make it connect. If a pairing code (or PIN, or passkey) is requested, enter '0000' (four zeros).

try turning bluetooth off . first erase bluetooth connections on phone. turn off phone and take out phone's battery for ten seconds. put battery back in and turn on phone. plug bluetooth into charger for ten seconds and unplug it. try re-pairing bluetooth with phone. This worked for me!

I've gotta solution for you. I had the same problem and what I have found out is that if the headset does not go charged for an extended period of time, the battery needs to get kick started so that it will accept a charge. In order to do this, you have to remove the blue plate with a small screwdriver first. Then with an extremely small torx bit take off 2 screws that were under the blue plate. Next remove the board from the shell, but not so much as to disconnect them from the soldered components.
Here's the tricky part. You will see the 150 MAH NiMH battery with a + and - post right on top of it. the connections are about 1/8" thick. You MUST HAVE a battery charger that can manipulate the current and voltage while charging. This would be like a peak charger for an R/C car of which I happen to have. Set it at 150 MAH, and Delta Peak at Auto and in 10 minutes its charged and ready to go. After you put it all back together, you can then again charge it as you normally would with the AC charger or USB connection. I believe the majority of DOA headsets are due to being on the shelf for an extended period of time and not getting some charge.....eh it happens!
