if all the buttons are working and only this one isn't working then there's something wrong with how it functions. does the button have a double function?
I have the same problem. The suggestions about holding down buttons for 1-2 minutes without the batteries in do NOT work. Pressing the TV button does NOT work. Still no clue what does work.

Your question is not quite specific. I understand you are using a Samsung TV Remote Control on your Panasonic and Blu-Ray If it isn't operating correctly you should check the code you've used and try some other code from manual. If don't get a better operativity, you should buy the original remotes of your blu-ray and your Panasonic.
Remotes are not "synced". If it's a universal remote, you should input the code of your device according to user's manual. If you don't have a code, you should follow a procedure indicated for your specific remote to get unspecified codes.
If stereo recieiver is part of your Samsung HT-P38, remote should have a function to contole it. Check user's manual Samsung HT P38 Instruction Manual If you are following correct steps for use of your remote and still can't manage your stereo receiver, probably something is not working correctly., most probably your remote. Maybe you could get it checked with an authorized SAMSUNG repair service
Sorry but bad news is that your remote is defective and you can't get it working just by pushing buttons and bumping it agains your table. Take it to repair or get a new one.
Probably the "buttons" have some contact problem. sometimes this can be solved by opening the remote and cleaning cotacts. Maybe you should take it to repair service.
