After navigating to SMC's website, I found the driver for your device, however windows vista/ windows 7 is not listed as supported, however, they did have a driver for

• Windows 98
• Windows 98 SE
• Windows NT4
• Windows Me
• Windows 2000 Professional

try using this driver and see if windows 7 will be able to use it.

I will suggest to check the router settings and make sure TCP Port 1723, IP Protocol 47 (GRE) are opened. Also make sure that the router has the PPTP enabled and not firewall block the traffic. On the RAS server, check the DHCP settings
