I need to take off the bios password
the bios password can be removed by toshiba, they have a master code which will remove the bios password. There is no generic master code that will remove this bios password. It is unique to each machines serial number and can only be removed by them. I am sorry but that is what you will have to do
:(

Which usb ports are 2.0 speed on my m55-s3512?
Well, with the usual efficiency of Toshiba, I can't locate the M55 series laptops to lookup, the M50 does seem to be similar though and all the USB ports there are 2.0.
Easiest way? Find a new USB device (memory stick for example) and plug it into each port in turn. Give windows enough time to detect and install it, and if it's a USB1 port, you'll get a message saying "This device can perform faster in a USB2 port".

Yup bad hard drive I would also say. Yes, you can just purchase another Hard Drive no problems. Yes you could install it yourself, & reinstall Windows. It isn't too hard. You just have to methodical and follow instructions. There are many tutorial on the 'net regards how to do it.

Ave tried to use the recover disk 4 times now, and
If you reinstalled the Operating System and are still getting errors then it is a hardware issue.
From what you describe it sounds like your hard drive is failing. A failing hard drive will "lose" files out of nowhere and cause many "weird" errors because the lost files are usually system files needed for Windows.

My mouse on my toshiba satellite M55 S 3512 is not
Hello, this is Mike. I'm sorry to tell you that despite being having dried up the water you spilled more than likely left mineral deposits on the circuits in your mouse which cause it to short out and not function. If you are using an external USB mouse I recommend replacing it. If it was the touch pad on the laptop itself I must recommend you attempt to use your warrantee to have it replace or if it has expired I suggest you bring your laptop to a certified technician and have it repaired. I hope this helped you.
