Take out the lamp and clean it. Look inside where the lamp was and you will see a thin peice of coloured plastic (colour wheel). Vacuum that plastic and all around it but don't touch it. This solution worked for me, and now my TV is as good as new.
TV turns on then cutts off
that buzzing is the high end power trying to turn the lamp on.... the electrical current and shock is what turn your lamp on your tv which is what the buzzing is dont worry thats normal...however your solution is buy a new lamp for your tv but make sure its the right serial number for lamp u cant just buy any lamp. best place to buy one ebay.... as in the lamp still trying to light up its only because the electrical current going into the lamp and then cutting off causing the red light on your tv....so other words all it is is the lamp... Hi Shirley. As said in the previous comment the problem is convergence. Usually the two convergence ICs must be replaced. The part is not expensive but there is some labor involved in replacement. The repair is usually charged between $150 and $200.

Reset the lamp hour meter. Unplug the unit in the main power outlet then turn on the main power switch on. Press and hold the ON, stand by, menu and Input buttons at the same time the buttons are on the projector. Though the same buttons are found on the remote control, the reset only works with the projectors buttons.Plug the power cord back in to the outlet while holding the buttons ON, STANDBY, MENU, INPUTS buttons at the same time, the lamp timer will reset when the projector receive power. Good day and best regards.
First of all, I replaced
Some of these sets had a stupid feature. In the customer menu look for something called quick start.
The way you can tell if it is engaged is when you turn the set off the lamp dims but does not go out and the fans stay on all the time, clearly this feature was meant to speed up the turn on time but with it engaged when you turn the set off the lamp is still hot, if you turn it off and try to turn back on it will not function for fifteen or twenty minutes.
If you get the set to come on watch the lamp from the back and then turn the set off, does the lamp just dim down or go off? Lamp fan should run for a maximum of five minutes to cool lamp off, if it does not shut off and lamp only dims down look in the customer menu for quick start and deselect it, it is DEFAULT setting if set was unplugged.
These sets with this feature had problems where the lamp did not last two years.
Before you rate this solution let me know if you find what I described.

Check the lamp. The sound you hear is the spark gap on the ballast that strikes the lamp at startup. The lamp access door is on the side or rear. The cost of the lamp can be upwards of $250 and cheaper online but recommend the OEM replacement, no knock offs.

How to Access Color Wheel on Toshiba 46HM95
I bought a used 46hm95 but it had a greenish "band" that streched from the upper right corner to the lower left corner. It was only noticeable on a white or light colored background, which is why I overlooked it when I tested out the TV.
I took out the bulb and shined a flashlight into the color wheel. I could see a fingerprint smudge on it. I took off the lower rear plastic panel. the rear is split into two section (the light engine is on the right. You'll have to unscrew a metal guard (three scerws), then disconnect the wires coming from the left section, and then unscrew the plastic guard that protects the lens. Then unscrew the light engine (two screws) and slide it out carefully (you don't have to take it completely out, just far enough to reach the screws to the color wheel covers). There are two covers protecting the color wheel, one plastic and one metal. Unscrew the plastic cover first than the four screws to the metal cover. I left the color wheel in place while I cleaned it with a microfiber cloth. I did pull the glass square in front of the color wheel and wiped that down too.
I put everything back together, and now the picture is perfect.
Things to remember are:
*Keep track of the screws and where they belong, as you remove them so you'll remember where they go when it's time to put things back together.
*Mark the wire connectors from any wire you disconnect in case you forget where they go.
*Be gentle with the color wheel and the glass square because they are fragile.
Hope this helps.
