Toshiba model #37HLX95 won't power-up
More than likely its is a faulty component on the power supply, like a compositor. It is cheaper to buy a new tv then to fix many of these issues. Repair usually involves a lot of diagnosis and if it is a replacable component you will then have to solder out and back in the new part.

These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. If you are using the powersave (monitor off) feature, the video signal to the TV is switched off and it may not be picking this up again automatically. This can also happen if you switch the TV off. In either of these situations, you should be able to switch the TV display for the PC on again by holding down the FN key on your PC keyboard and pressing F5 once.
This key combination is standard on most PCs for switching an external monitor on and off but on some PCs it may also be F4. If neither of these are correct, look for an icon of a monitor on one of the function keys on the top row of yourkeyboard - or use the "Display Settings" or "Monitors" Control Panel (depending on OS) for switching external monitors on and off.
You may need to press F5 a couple of times while still holding down FN key to get the monitor configuration you require, e.g. PC monitor off and TV on, or both on.
If you are using an animated screensaver, the TV should not be losing the signal from the PC, but this can still happen if the TV is switched to standby or off.
If you can't get the TV to pick up the signal from the PC using the FN + F5/F4 combination, it might be a good idea to reset the TV to factory defaults and run the TV setup again.

I have the same problem. It happened once before about 4 years ago just after I bought it. I put a DVD in without the power on. I was able to take it out and it worked fine. This time my daughter put the DVD in, I took it out but still no picture or sound.

Thanks for using FixYa. If the TV isn't turning itself
on then the fault protection circuit has detected a fault and has turned down
the TV. You'll need to check various things to find an answer which
part is bad. Please check these---
1. Check for signal cables at the back and also try
unplugging the TV for 8-10 hours to reset it.
2. Swollen /bulged capacitors on the power supply
board-- This happens due to overheating of capacitors.
3. If the capacitors are fine then you'll need to check for
connectors on all the boards and also the fans if they are working fine.
4. Make sure the lamp connections are fine
and ballast is not burnt.
Note-- Please make sure to turn off and unplug the TV
for at least 1 hour (this will drain off current from all components
especially capacitors) before you perform any repairs. Also note that the TV
consists of very high voltages even when it is in OFF condition, so please be
careful.
Try to reset the TV by unplugging it for 6-8 hours.
Please do accept the solution if the issue is resolved or
else revert for further assistance.

Unfortunately you are right it is the display panel going bad. You can either live with it or buy you a new tv as the panels usually cost as much or more than the tv. Sorry.

no, the tv has a setting that auto changes the screen ratio. you can turn the auto screen ratio off in the settings section. Once you have turned it off put ratio to 16:9 and it will solve the problem.
