I didn't specify your platform but if it's a digital copy your best bet is to contact Bethesda customer service and get a refund or replacement if it's a CD then it's just too scratched if none of these then it's your console or game platform. Sorry hope I helped.

Due Centurylink's proprietary firmwarez not Actiontec's. Also I suspect they may be pushing firmware using UPnP.
