When filling the bobbin the needle still goes up
I would call Singer at 1-800-4singer and see if they have a solution for this, or tell you where to get it serviced by a authorized service center. Hopefully, you are still under warranty. If, not take it to where you bought it and complain, sometimes the girls at Joann's have helped people out with problems.

hold your top and bobbin thread for at least 5 stitches, and that the machine is threaded right.

cover both sides with tissue paper, the firm kind,, then sew, remove paper, smaller stiches makes this easier

Can't pick up bobbin thread
Unfortunatlly if it will not pick up thread, it is possibly out of time. But before you go changing the timing, make certain it is threaded correctly, the bobbin is threaded correctly. If they are all good see my tip on time a sewing machine.

Top thread locks bottom thread bunches and machine
start with a deep clean and oil. check tensions, top and bottom-stitch should "lock" inside the fabric. make sure you use same thread on bobbin as on the machine. Check needle for nicks or bent. Make thread is threaded correctly, passing through upper tension plate. check tension plate(upper) for rust or lint.

The machine is beeping and does not start. It
Is your button hole lever down? I had the same problem after sewing a button hole and couldn't figure out why I couldn't return to normal sewing. Once I raised the button hole lever the machine worked again.

I have a delta sewing machine and cannot get it
Some of the older model sewing machines do require that the eye face toward the right. This would be the side of the needle that has the long groove for the thread to follow down the shaft and through the eye.
I cannot find a manual for a Delta sewing machine, so I would try the needle both directions.
Can you open the bobbin area (bottom spool) and watch to see if the needle and bobbin thread are connecting?
