The cables might be loose or the electrical might be at fault or the power supply is having problems for your TV or the bulbs are starting to no longer work anymore the firmware or the software needs to be updated.
Dubbing what format should I use
Hi,
please attempt to use the open source video software called VLC by videolan to copy the dvd. This should allow you to play the copy on any computer. Please ensure that you're using the correct type of blank dvd to perform the copies as I believe that there are 2 types. And you might not want to copyover other previously-blank dvds as well.

Decisions, decisions, Vizio M75-C1 needs repair. Do I repair, buy or both?
Ebay has a refurbished main board for $67. Your Vizio may have cost about $800. And you are thinking about a $2700 TV?
If the Vizo died and went to heaven, would that prompt you to buy a $2700 tv? I don't see that the potential ***** of an $800 TV has anything to do with a decision to buy one that costs three times more. If something went awry with the $2700 TV, I pray you would use the warranty and not dive into its interior workings. My thinking is that if you are of a mind to buy a $2700 TV, you wouldn't mind spending $67 on ebay anyway, extend the life of the Vizio, and have two TVs. Nothing about the lifespan of the Vizio forces you to spend $2700 on a TV. If you paid $67 for a mainboard and installed it and it lasted three weeks, nothing would stop you from buying another Vizio. The only thing lost would be the dream of owning a $2700 TV. So, the question is can you live without the $2700 TV. And what would the purchase of such do to your budget as Christmas approaches. And would a $2700 TV make your life $2700 easier? Only you can answer that question.
LG OLED Horizontal Flickering + Power off
The model would have helped. Generally horizontal lines in the picture come from a defective panel and the set isn't fixable, you could try replacing the t-con board but chances of fixing it are slim

If the LED backlight strips were new and you have all the connectors seated correctly it has to be a power board issue, or more specifically an issue with the inverter section of the board, remember its the B- section that is regulated not the B+, start by testing B+ to frame ground and see if you see 100+ volts on both circuits, next test the ripple, I've seen the inverter caps fail on this model a few times, other option would be replace the main board but I'd pull the panel out again and make sure all connectors are good, you can power the set up with the panel out but unhook the panel at the tcon not the panel to be sure the connectors don't short to the frame when it's powered up.
