first try putting pans on top and see what they do you should not operate these type of eyes with nothing on them as you will burn out the sensors in the eyes if nothing is there to reflect the heat back to them if it does the same thing with pans on them then you will have to replace the elements

Smalltree, You may want to make sure that they have 220 wired to the cooktop. I've seen a lot of new construction where they are hooking the cooktops up to 120V and wondering why they're not working. Check this first and post back..Catriver.
Bad Electric Cooktop Dual Element Switch
Our Frigidaire Gallery electric cooktop dual burner would not work when either the single or double mode was selected. I did not have the electrical schematic available to use for troubleshooting the switch and initially was not certain if the switch or heating element was bad.
In thinking about the situation, I deduced that the problem was most likely the switch being bad as it was highly unlikely that both elements of the dual element burner would be bad at the same time. I ordered a new switch, received it a few days later, and replaced it in about 25 minutes. Upon turning power to the cooktop on and trying the new switch, both elements of the burner worked as expected.

Press and hold the keypad with the padlock icon until you hear a beep. This should be about 3 seconds. This will toggle the lock on and off. I used the documentation for the Frigidaire FGIC3067MB to check this. Burner won't turn off. stays in simmer mode

From what you have described the burner on your Frigidaire cooktop will not shut down and continues to run in simmer mode. I would suggest performing a reset on your cooktop and you can do that by disconnecting power from your cooktop for at least ten minutes. If that does not help alleviate your situation you may need to have a burner switch or control panel replaced and that is not a simple DIY job. If any electrical components need to be replaced I would recommend contacting a professional technician for proper repairs to be completed. This will help you avoid any unnecessary part purchases.
