GFCI cord not long enough
Standard extention cords are made for light draw applications like lamps and T.V.s. They are not heavy enough for the power that your A/C will draw. You can get an appliance extention cord that is made to handle heavier load such as you A/C. Most hareware stores carry them.
AC draining into neighbors window
we had this issue inside a warehouse, after carefully watching where the water exited the unit, we used a 3" pvc fitting to collect the water and then reduced it to 1" pvc and ran a drain line to a non-objectionable place. obviously if you are on the tenth story of a building this may not be an option... just an idea :)

Compressor unit on my frigidaire will not shut off
it would appear that you have a fused contactor. If you dont feel comfortable replacing this check on one of the experts on this site. or if you feel ok replacing it remove the case off the old unit. Make sure it is unplugged first. There are two leads coming from the compessor follow these to the block they are connected to this is the contactor you will need to respond with the voltage and amperage rating off of this to size your new one just take the screws loose from both sides of each wire keep track of where they connect to then put the wires in the new contactor the exact opposite of what you rmoved them. Reinstall the cover and you should be good to go
Window ac/heater freezes up when using the heater?
This is likely due to a lack of airflow. Make sure that the air filter is clean and that there are no obstructions blocking the air intake or exhaust vents. If this does not resolve the issue, you may need to have a technician come out and inspect the unit for any other potential issues.
