It's really not safe to measure the voltage while it's running unless you truly have training and experience.
The risk is not "radiation," but instead the high voltage (4000VAC) and its frequency, which can be instantly lethal.
Microwave ovens do not contain or produce ionizing radiation as found in atomic or nuclear energy. That is just a common myth.
Microwave energy is much like radio waves or light, and while it can cause burns, you'd likely pull away due to heat before much if any damage were done.

When a high-voltage rectifier diode fails, it almost always shorts, which will result in a growling / groaning sound when trying to cook, but no heat. Ideally, this test should be performed on a high-voltage diode:
