Do you mean the refrigerator light bulb? There are actually 2 bulbs behind the cover. Most likely, you need to squeeze the bottom of the light cover up to get the tabs clear of the back wall slots. Then tilt the cover towards you while you lift the cover up. That will get it clear of the hooks on the wall of the fridge. Sounds like the evaporator fan needs lubrication or replacing. It needs to run all the time so circulate the cold air in the cabinet and keep it a constant temperature.

Unlikely. It is probably a control board issue. Try claiming on the electricity utility company. They, not regulating the electricity supply, has ruined your fridge/freezer.

If there is ice build up on the inside back wall of the freezer or fresh food section, then you have a defrost problem.
