I saw this old thread and thought I'd update with my solution as I just fixed it on my end.
When this electric radiator tips over, it has a fail safe switch that shuts it off. When you pick up a tipped over radiator, the fail safe switches back and it should work again. For me, it wasn't switching back. The device is simply a metal ball resting on a piece of metal inside the radiator. When it tips, the ball rolls off and the metal inside lifts up breaking the connection (it's a basic circuit). Pickup the radiator, the ball should roll back on top of metal and complete the circuit. This wasn't happening for me.
To fix, unplug the radiator. Behind the screen at the top of the radiator, there is a screw. Lift up the stick on screen carefully from the top using a knife or really flat screwdriver. Find and remove the screw. Take off the front wheels, unscrew the two remaining screws that were covered by the wheel housing. Now you can lift off the whole front panel. I left everything connected inside. About half way up you should find a small compartment with three screws. Remove them and inside you'll find the fail safe. Adjust as needed to make sure it makes good contact when upright. From there, close it all up, plug in and hopefully enjoy some nice warm heat! Hope this helps.
