First i would say both units are still in good condition as you can still receive calls from them comfortably without any hassles. If you cannot dial out it is probably as a result of the area code or the dial code not being set correctly. The area code helps to determine which location the home phone is situated to enable the calls to be routed through the proper channels to enable connectivity. The dial out code basically does the same as the area code. Both of them are just like address systems to determine where and how the calls are routed. Try setting both codes and see if the calls still dont go.

No manuel
I did find 2 manuals on ebay, but i fear they may be written in Spanish, and with no easy way of knowing ... i did offer the item number to another person, but upon posting it suddenly occurred to me that they would most likely be in a foreign language.
Other then that ... perhaps try contacting a dealer, who may be able to contact the manufacturer on your behalf.

I am new to this so some how my question got sent on the wrong product. It was for the corded Innovage Talking Caller ID LCD Touch-Panel Phone. Although it shows up correctly on the website.
Phone
The ringer switch is on the back of the base next to the phone line connection that plugs in to the wall.
To set the clock, time and talking ID feature press the set button and then the up and or down button to the right of the keypad for your selection (above the hands free button)
Hum
Locate phone away from devices which may interfere, basically anything with a transformer. Dont use long extension cords to connect phone to a wall jack that is far away. Plug ac power adaptor into spike-strip line filter like an isobar. Try another extension cord and/or a different location to see if you can isolate the cause of interference. Interference will get in 1 of 2 ways, through the phone line, or through the power supply.

I called them however, and was told they make the stuff , and when i presented my problem i kept getting transferred to someone that doesn't answer the phone. I have read and heard so many complaints about their products, i am calling the better business bureau. I have left many many many messages and no one returns my call from them. I think they are a cheap rip off company
