No clue to whether a top loader or a front loader, which is why we ask for full 'make model (what it is)'. If it is only in the rinse cycle, and if it is a front loader it is likely to be spray of a crack in the box that is the detergent drawer and fabric softener mixer. The only way to find out is to remove the top after a wash and look for where the water came from. If you wired the pump directly with a lead and 230V supply and it works ok, then doesn't work when powered by the control board, I would say that there is a problem with the control board not supplying a full 230V to the pump.

Almost impossible for someone out here at the other side of the internet to say when we can't see or test anything. All I can suggest is before you press start the light on top row should be blinking. Now when you press start do you get a beep and the light stops blinking and stays steady? If it does then the most likely problem will be a faulty lid switch. Apart from that I suggest you get a service person out who can look & test for you.

the top ring you describled has small drain holes in it to prevent this check to make sure all of them are not blocked

Check the pipes actually work first. Is there a hidden drain filter that is partially blocked? Dissasemble the pump and check it works and the blades inside are clean.

Sounds like your out of balance switch is corroded. It is located underneath your gold motor controller board.

Firstly, the model 708 is way more than 9 years old. More like 18 - 19 years old. There is 2 types of errors on a smartdrive. One is signalled by a single beep every second & the top row of lights will change. The 2nd is a rippling musical sound (like when you turn the power on at the wall) and some lights will be blinking. You need to tell us what sound it is and which lights are blinking or which of the top row lights are on (exactly, count from the right to left and which number is on & which is off) There is no such thing as a reset to do. Once I know the fault I can advise you what to do about it.

get the technician back as it appears to be a program board fault --again-- This brand is not entirely reliable and went broke and was bought out by the HAIGER company who make s fridges and washing machines

it a top loader replace the 4 suspension rods

there is grease leaking from a bearing seal,time for service

faulty cold water valve, if that doesnt fix it then fault computer board

Does it do this immediately at the start of cycle or towards the middle.

Hi Error 136 is rather complicated to solve...in hindsight it could be a number of reasons this came about.. Unless you have abilities to test the windings one will end up spending too much to get it fixed. I guess I'm saying it could be one these... open or short in the motor windings, loose wiring, rotor sensor.
