thermoelectric needs a good heat dissipation. Give the unit a good ventilation to dissipate the heat, you will cool the unit. The cooler the ambient, the cooler the box. Remember not to reverse the switch, you will get a heated box instead.

The type of refrigerator you have uses a solid-state device which likely uses a Peltier effect element.
This uses electricity to transfer heat and cold on opposite sides of the element, absorbing heat from within and radiating it from the other side being cooled by the fan.
With no moving parts other than the fan, they are very reliable but also very dependent on ridding the element of the absorbed heat which necessitates fairly high air flow to function properly.
If a fan was used that produced less noise, the airflow might be too little to allow the element to cool the interior efficiently.
Unless the fan has a defective bearing, which would reveal itself by a rattling sound, it is probably still working as it should.

The noise if from a sympathetic vibration of the unit which transforms to vibrate any loose joints, parts or fittings.
You will need to listen to the noise, use your hand to hold up the plastics or the joints in the bottom section of the unit or the frame work. It will require a lot of patience to find the source of noise. Pad it up after tapping for loose noise on the rear and insulate the noise heard till you finally get rid of any vibration noise..
Compressor is running, but the box is not cooling.

leave the fridge for some time for the gas in the compressor to settle, after like 30 minutes, you can now power on back.
Is the fan running at the back, if yes, then, you will need to check the thermostat in your fridge to see if it is set to cold. I assume you set the air balance control in the refer. section to a
colder setting and didn't just adjust the freezer section by itself?
Also remember that it takes approx. 24 hours to cycle to a new set temp.
so make adjustment and check a full day later. (use a themometer in
refer. to see temp). If freezer is a proper temp then the unit should
be ok as the freezer cools and then transfers cold air to the refer.

See the manual for the settings to cold on the thermostat in the fridge, after the thermostat in the fridge is set to cold, leave it and wait for sometime to see the difference.

Will not keep cooling shuts off
Sounds like a your problem may be in the thermostat. Reason I say that is because when you leave the door open it continues to run and freeze and frost is seen on the freezer walls. I just think maybe the thermostat has become less sensitive to temperature change. To test this unplug the freezer and connect the 2 wires to the temp control together. Then the refrigerator will run continuous until unplugged. Let me know, Sea Breeze
