The internal parts of the upper agitator have worn out and the upper agitator needs to be replaced.
Its pretty easy to do all that needs to done is remove the top cap of the agitator and remove the bolt under the cap,pull off the top agitator and install the new one and bolt it back down then snap the cap back on. The part number for top agitator is 21001521 it could be purchased at your local appliance parts store or online at;

Something locked up on the transmission then the drive belt broke. Put on a new belt and try a spin cycle, if it works but it won't agitate then the trans will need replaced.

I put this answer in the comments but re-posting here because I didn't know what I was doing : ) The Magic Chef 2.1 cu ft Portable washer manual says that its a door malfunction and the solution is to open and close the door. That did not work for me so if you're having the same issue that I am it may be that your washer is not level. I had placed mine on top of a few folded throw rugs to stifle noise (I live in an apt, on the second floor) and the rugs were uneven. As soon as i adjusted them, the washer began to work again.
