First
make sure that nothing is blocking the drain pump assembly located inside the
bottom of the unit, after this test the lid switch assembly, you jump it to
test it. If the lid switch is also fine then the control board should be
replaced. Hope this helps...please post back for further assistance.

You are correct in guessing the timer. The tongs are stripped out and the best way to prevent this in the future, once you have installed a new one, is to turn the timer around clockwise - ONLY - and very slowly and gently. Your machine will last much longer. This is the case on all your electronic appliances.

What is the error code E2 for Magic Chef 2.1 cu. ft. Top Load Portable Washer?
I put this answer in the comments but re-posting here because I didn't know what I was doing : )
The Magic Chef 2.1 cu ft Portable washer manual says that its a door malfunction and the solution is to open and close the door. That did not work for me so if you're having the same issue that I am it may be that your washer is not level. I had placed mine on top of a few folded throw rugs to stifle noise (I live in an apt, on the second floor) and the rugs were uneven. As soon as i adjusted them, the washer began to work again. I hope this helps.
Agitates but does not spin at all (does drain)
Check the lid switch assembly: If the lid switch assembly is defective, the washer will not spin. To test the lid switch for continuity, use a multimeter. If the lid switch does not have continuity, replace it.
Inspect the drive belt: If the drive belt is broken or loose, the washer will not spin. Inspect the drive belt for signs of wear or damage. If the belt is damaged, replace it.
Examine the motor coupling: The motor coupling connects the motor to the transmission. If it is broken, the washer will not spin. Inspect the motor coupling for signs of wear or damage. If it is damaged, replace it.
Check the clutch assembly: The clutch assembly engages and disengages the transmission with the tub during the spin cycle. If it is worn or damaged, it may prevent the washer from spinning. Inspect the clutch assembly for signs of wear or damage and replace it if necessary.
If these troubleshooting steps do not lead to resolution, you may have to resort to a professional repair service.

Magic chef error E4
E4 indicates the washer failed to drain out after 4 minutes, after that time the code is set. Check and clean the drain filter first.
